Hello rosecath, To clarify a bit further does the blue dot display with a check mark within it? For example if you're in the Messages app and seeing the various communications with different contacts, do the ones not shown with a bluet dot display with a black dot to the left, and do you see 'Done' towards the top-left of the display with the blue dot appears?
If so, the exclamation mark may be there because an outgoing message failed to send successfully. Open the Messages, tap on the message thread that had a failed message, and then exit the Messages app. The exclamation mark should no longer be there. If it still is, restart your iPad and check again.
